Global Systematic Discrimination against the Poor

States are to sign a UN Protocol on September 24, 2009, which by excluding core minimum obligations permit States to systematically discriminate against the poor. Also a much more dependent people unable to help themselves are likely to be created. Even if States do not sign they are very likely to adopt it as State policy. It will be global in its effect.
